This is not a ghost, or a little person hanging themselves. I’m pretty sure I figured this one out. If you watch the movie and notice earlier in those scenes, there are birds with long necks (possibly Emu) wandering the set. I am very certain that the supposed swinging is actually a bird craning its neck in the far background.
