    this is a Ham Radio contesting car. Its kind of like the official vehicle of a Amateur Radio club in florida, and I can guarantee that there is NOOO CB (Chicken Band btw) in that car.

      The car may belong to an individual but is equipped partly by the Ham radio club
      and partly with individually owned gear that is installed just for ''special events''.
      The vehicle appears to be parked at a ''Ham Fest'', an electronics, radio, computer
      swap-meet. I've seen some pretty wacko stuff at ham events but this is probably
      the most extreme. In any case it is cheaper than drugs, war-birds or a mistress.

    I doubt there is any practical reason for all of that, I’m guessing it is some high schooler with fantasies of Star Wars or the Matrix or video game and wants lots of buttons to push with pretend functions.

    But that’s a guess because it is pretty bewildering. Gotta give the kid credit for taking that venture about as far as it can go.
