I recognize this spot. It's Cannery Row in Monterey, California (USA). Although it appears calm, it does become severely congested with vehicular and pedestrian traffic on weekends and holidays, particularly with tourists from all over the world. In any case, what a dumb-ass parent! Most drivers are distracted when crusing the Row and it wouldn't take much for this situation to turn tragic!
