Those cows take no steroids, they're called Belgian Blues, and it doesn't take that long to breed them. They are simply missing a gene that regulates muscle growth, and are otherwise perfectly healthy and content cows. Scientists are trying to recreate the same thing in humans to combat diseases such as MS.
