Apparently when studios don’t have the budget to hire a room full of extras this is the alternative. An entire room full of blown up air dummies dressed accordingly. Creepy.

Do extras really cost that much?

Yeah. Especially when you think about the overhead involved in getting contracts signed and checks issued. And don't forget that might have to sit around for a few hours waiting for the stars to show. If you paid minimum wage, your cost as an employer would be around $10 an hour. So 200 extras for 4 hours is $8000 paid to them, plus a few thousand more in overhead.
