You assume the method of enforcement would be the same draconian law enforcement methods the rest of the United States is quite happy to accept as normal.

Here in England, we know that kind of thing is best enforced with a group of grannies tutting and tsking under their umbrellas as they pass.

The was a law passed in Albany, Ga (near Atlanta) that fines people who's pants are noticeably sagging. In the past year they've collected nearly $4000.00.
First offense is $25.00 (or 40 hrs community service), second is up to $200.00.

The pants thing has been going on long enough. Skip the pants, just wear the shorts.
I asked why once and was told they dress like that so as not to look like Red-Necks.
I responded that at least us Red-Necks can run a bit if we have to.
