You also realize that the city committed the largest case of insurance fraud known to man after the fire?
They actually doctored photos so that insurance companies would cover repair costs since they were going to be having a "World's Fair" in San Fran a year or so after the fire.
Still, to this day, many of the buildings do not even meet 1905 building codes since the codes were relaxed after the fire to make repairs and rebuilding go more quickly so the city would look presentable for the fair, so San Fran is in even worse shape structurally now than it was then.
There's your Manifest Destiny.

If you're referring to NOL, most of that city was underwater. Difficult to build shelter on top of water. The army came to San Francisco after the quake/fire. FEMA came to NOL. More than 3000 people died in the fire, twice as many deaths than NOL.
