This is construction gone right. This is designed so any of the locks you see can open the gate. That way if you have multiple people you want to grant access without having a combination lock (which is easy to share) you can do that. It's a genius contraption.

Was with you TC, but couldn't figure out how this lock worked…the gate opens when the pin is raised. The rotating disk on top prevents the pin from lifting up. The individual locks don't lock the gate, they block the holes the gate pin needs to slide up and out of the way. I've seen many chain link/ lock comb's, but you are correct, this one is awesome.
