long exposure set on a tripod. you need some sort of constant light source, such as a colored flashlight, you just stand in the frame and make circles with the light pointing towards the camera, being careful to not illuminate yourself. you can see a little bit of the person/people in the frame, they were just not there long enough to show up well.
