We (and by we I mean USAF) can wear them when we want just always act in a manner reflecting the uniform

You need to read the Uniform Regs… If you are stateside, you can go to lunch in your NWU's, and you are authorized to make short stops (i.e. for gas, or to grab something at the grocery store.)
However, unlike the Army or (ch)Air Force, we can't go ANYWHERE we want while in this type of uniform.
