OMG! I know where this is! Marseille in the South of France. The posh building looking out on the sea on the upper right hand side of the photo was a palace built for Josephine, wife of Napoleon Bonaparte. She spent the day there and then decided it was too windy for her so she carted herself back off to Paris, never to return. Clearly not a Chivette
