Wheelchair ramps are build to a 1:12 ratio. Meaning 12inch ramp per 1 inch rise. Judging by the pic the rise is over 40 inches which would mean a 40 foot ramp. So whats wrong with the pic then?

Look at the complete fence. The ramp ends at a blank wall. There is no access to the door.
