You do realize he is probably at the gym trying to strengthen his leg muscles so he can walk WITHOUT the scooter? Not everyone in a wheelchair/scooter is paralyzed. Some people cannot move well normally but are capable of short bursts of standing.
It looks to me like the man is trying to improve his lot in life. What have YOU done today?
