The situation you are referring to has nothing to do with passing. What you describe is simply changing lanes.

If you are in the next lane, and didn't pass me to get to that spot, I'll let you in when I see your signal.

But if you come up from behind me and try to use your turn signal as an excuse to cut me off, I'll ignore you. If you PASSED me, then hit the brake and turn, you are the asshole.

This is in front of a house in Redwood City, CA. The guy dresses up the T-Rex in outfits for the holidays and big events (it was dressed in all Niners gear for the Super Bowl). WHY he does it though is beyond me.
