In October 1996, the Baltimore Police Department realized they needed a number like 911 that would handle situations “when there’ was urgency but not emergency.” Thus, 311 was born. Citizens could dial this number when they wanted to voice their non-emergency complaints so they wouldn’t take up officers’ time.

New York City rolled out this program in 2003 and with it came some weird and hilarious calls. Here are the 20 best NYC 311 calls since its inception.
