      Camera with adjustable exposure (make sure you can elongate the exposure a loooong time) + a dark night + different colored lights + imagination.

    Actually, many of those photos are by Dana Maltby from Sta Paul, MN. His site is http://www.twincitiesbrightest.com/ and he has around 200 pictures of this stuff, no Photoshop at all. Check it out Chive.
