It shouldn’t surprise me that Australia would come up with something as bizarre (and fantastic) as this.
The logic goes like this: You’re not supposed to really be seeing your neighbors too much, if at all. Meaning, the only chance you might have to see your neighbor is when you take out your trash, so when you do, make it count.
